- Moved UTF-8 code out from wm_render_text.c
- Added max bytes to text render functions
 > Note: They have a Feature-Bug where it will over-read by up to 3 bytes
 > Due to the UTF-8 parsing code, and is useful in some cases.
- Added INT_MIN and INT_MAX
